This has started to appear when I import from Lightroom into Photoshop.
It started this week and I have never seen it previously. It says
GPU detected: NVIDIA GeForce GTX 750 Ti (NVIDIA)
When it first came up a few days ago I went to NVIDIA and found an update to the driver from April this year but this is still coming up.
I am on Windows 11.

@jamesc15687197 your GPU does not support DirectX 12 which is required for the most recent version of Photoshop

That's an old GPU which may well have fallen below the supported-horizon by now. Photoshop keeps adding GPU-powered functions with every new release, and requirements tighten.
Go to Help > GPU Compatibility and post a screenshot. It will show what aspect/component is no longer compatible.

I spent upwards of a grand having a new CPU/Motherboard/doubling of RAM fitted six months ago, sigh.

As Ged says, the GTX 750 only supports DirectX up to version 11. The current Photoshop requirement is version 12 minimum.
There was a GPU supply shortage a while ago, and prices were through the roof, so I noticed a lot of outlets started pushing old models that they probably had sitting on the shelf. It was all they had.
It has since normalized, so you can probably get a new model now at the same price.

I emailed the shop which originally built the PC for me I cannot remember how many years ago now. I've asked them about a replacement GPU, I do not game on the PC, just edit and browse so just need a card adequate for this. They have the GT 1030 in stock, decent replacment or has/will Photoshop outgrow it?

Nah...it might work, but maybe not a long term solution. It's underpowered as well as old.
See if you can find an RTX 30-series, starting with 3050 and up. This is the current models, and it should be good for years. They're not expensive if you stay at the low end - at B+H they start at around $270.

It's in a mini case and the work last year to enable Win 11 was maxxing out the space inside, I'll see if they can fit something like what you suggest otherwise it'll need a transfer to a new and larger case. It's £'s so will probably be significantly more expensive than US prices, they have a 3060 at £425, I'll see what they can get in the range but geared towards editing rather than gaming.
