Radial Blur - Exact Placement

I first posted this question in 2017 - got partial answers from various people - some referring me to "complete and previous threads".  Much of the pieces of instructions were not clear and although I requested clarafication for several items on how to do certain steps  much of the information was either left out ... or I have much difficulty understanding.

 

Either way, is there anyone or is there any place to find step by step instructions on how to place a radial blur exactly where it is wanted?  Step by step would include explaining what is meant by ratios display for the crop tool (not everyone knows).
