Radial Blur - It doesn't work properly

I'm having an issue with Radial Blur. I'm trying to make a halo of light entering through a window, but it doesn't follow the direction I command in the zoom mode.
I need the light to go from up to down, but the results I get always go to the side.

I hope I can get help because I don't understand what I'm doing wrong

»B.jpg« shows that you have not moved the Blur Center to the left.

kinda sad that we're still using that Filter window from the 90s. I wonder why Adobe didn't integrate it into Blur Gallery? Did they forget or did they just not care?
