Random jumping

Photoshop tools don't work properly (on occasion) and jump around. For example I try using the box select tool and I can't control the size of the box because it keeps jumping and changing the size of the box even when I have selected a different size. Or the free transform tool jumps when I try to change the size of the image I am trying to shrink.

Please help, it's driving me mad!
