RAW files always open behind other files

In Camera Raw 15.3.1 on Windows 11, files now always open behind already open files. Even if I click on the new file, which may be slightly visible behind the previous one, it stays behind. I can only see the new file by minimizing the existing one. This has become a nuisance. Resetting Photoshop preferences didn't help, and I don't see any relevant preference settings in Bridge or Camera Raw.  PSD or JPG files open in front of other files, but not raw files.

      Try resetting the Camera Raw preferences:
      Hold down the Command key and select Photoshop > Preferences > Camera Raw (macOS*) or hold down the Ctrl key and select Edit > Preferences > Camera Raw (Windows).
      Click Yes in the dialog that asks "Delete the Camera Raw Preferences?"
