This issue continued to happen even after: 
Updating Photoshop
Changinge the stylus buttons out of 'switch'
Closing Photoshop and starting again.

But what worked for me was disconnecting Huion Tablet from my computer.

    See if you have the Brush mode set to Clear.

    Oh yeah, sorry, I was having this same issue happen in photoshop. I just now realized this was a program specific thread.
