I have tiff files for a job I am doing and they are scanned drawings. I would like to change the line color to red instead of black or grayscale that some appear as presently. Is there a way to do this to a tif file that is already saved out.
Are the lines black on white background.
If so, a color fill layer with blending mode screen may work.

I suggest that you post a sample.image because depending upon the original medium -- pen & ink, pencil, pastels, etc -- the most appropriate approach may be different.

Yes that would have been helpful!
Okay here are two examples of the images. They are primarily black/gray lines on white but I don't think the lines are isolated by themselves. They are scans saved as TIFFS.
