Adobe ExtendScript Toolkit CC is still available you can save your code as JSXBIN files.  Photoshop can run these JSXBN scripts.  However, some have reversed engineered JSXBIN and can create readable files for JSXBIN files.

Adobe ScriptingSupport plug-in would need to support your script files format.

I have not created and extension panels now only HTML flash is not longer suppoted all extension I see on my machine seem to have some JSX code. I do not see any JSXBIN files in Photoshop extension on my machine
