I wonder if anyone can help me decoding any text from a picture (attached).

Is it feasible?

It is a still from a video file which I can also provide.

You will probably need a magician, well, a real one with a wand. Sorry, but your pictures are quite unusable.

I dont need to get all the data. In fact I can tead some of the numbers... wonder if image can be improved somehow to make possible to read easier some of the data

Sorry, but if what you showed is your best, nobody will be able to get anything out of this. This is neither CSI some town nor Star Treck and for sure not Harry Potter.
