Recreating the scary distortion / grunge / blur effect from G-Eazy "Scary Nights"

Hey Community,

 

I'm pretty new to photoshop and have mostly done some basic stuff. Now, I want to recreate a similar scary distortion / grunge / watercolor (?) effect like the one in the G-Eazy cover for my current project. But I don't really find the technique(s) to nail it. I really hope you can help me or get me somewhat near.

Hi @BLACKPALM you could try the Motion Blur filter on a Smart Object to smudge the image vertically.

Then use the Layer Mask that comes with the Smart Filter to blend the image:

I try to use Filters- Render->FIbers Smart filter and use Blend. Please try it and try to change properties: Blend of top layer , Opacity.
