Refine Edge Brush has No Effect

I am trying to use the Refine Edge Brush Tool in the Select and Mask workspace and it is not showing any results when I click and drag. I have looked at many forums and have seen people having weird results with the tool, but that is not my issue. The tool is not having any effect, nothing on the image preview in the select and mask workspace and nothing in the output. I've tried and toggled every setting, so it seems, but nothing has changed. In addition, when I toggle the 'Show Edge' Option, it doesn't work as normal. Normally this would show only the edge that I had refined, making the rest of the preview transparent, but When I toggle it, it shows the brush strokes of the Refine Edge Brush tool over the opaque image. I've included a screen shot of this. Again, the Brush tool has no effect. 

I reset my Photoshop Preferences and the tool worked once, then after applying the effects the tool no longer worked on that image or any other image. Am I missing a setting? Has anyone else had this same problem? This seems to be a bug.

Any help would be greatly appreciated.

Have you tried going to the top right of the select and mask workspace and resetting Select and Mask?

Thanks for the suggestion. I hadn't tried it, but now that I have it doesn't seem to be making a difference. I'm wondering if the workspace itself is dysfunctional for me.

あなたが調整レイヤーを使っていたり、複数のレイヤーを使ってレタッチしている場合、Sample All Layersをチェックして、統合画像を対象に処理する必要があります。このチェックが外れていると、選択しているレイヤーの内容に従って境界線が調整されます。

But that would not explain the reversed "Show Edge" behaviour

I have tried this option on and off, but I'm only working on single layer files at the moment.

I've the same problem and don't know what should I do to fix this problem.
