Refine edge doesn't do anything?

When I use the refine edge in the Select and Mask menu it doesn't do anything at all. I've tried with the radius all the way up and I've tried several different images. It has zero effect on the edge of my selection.

Which version of Photoshop? What is expected output or effect? Can you please post some screenshot?

Photoshop 2020. I updated to the latest version today.

I am posting two images. One of the photo before, and one after. You can see there is no change to the hair. The radius is set to 18 in this example.
