Photoshop 7.0 is an upgrade and needs proof of ownership of a prior version. I own Photoshop 4.0 on cd. Just bought a mini pc without cd rom. Is there a way to prove ownership of valid photoshop 4.0 media without a cd rom?

Do you mean Photoshop 7 or Photoshop Elements 7? Either way, both are ancient and I doubt it would run on a new computer.

Photoshop 7.0 (from 2002) does run under Windows 10, though you need a disk with <1TB free to write files to, and also for the swap file or Photoshop won't even start (it can read files from larger disks).
If verification requires a prior installation of 4.0, I don't think that will work. If it just needs to read the old CD, you might try a USB CD drive, but I've never tested this. These start at well under $20 USD and most are also DVD drives, so they are quite handy to have around. Or you could try making an ISO image from the 4.0 CD on another system and mounting that as a virtual drive on the mini PC.

There are several older posts in the forum with the same situation.
You need to install Photoshop 4.0 from the CD then install the upgrade over Photoshop.
However, you are stuck as while Photoshop 7 may run on Windows 10, Photoshop 4 will not even install.
You'd have to downgrade to Win 8, install PS 4.0 from a CD drive, then upgrade to Photoshop 7 then upgrade to Win 10.

PS7 cannot recognize disks over 1TB. This means that even if you manage to install from a tether or USB stick or something, PS7 cannot run without a decent sized scratch disk. No scratch disk = no PS7.
