I unlocked the layer bat I couldnt see removebackground in properties

I can see in the Properties panel that you don't have the layer selected because it's showing "Document" at the top. When you select the unlocked layer, then it should say "Pixel Layer," and there will be a Quick Actions section below where you can select Remove Background.
