Remove tool always creates new layer regardless of setting

When using the remove tool in 26.10.0, if the box "Create new layer" is unchecked, it still creates a "Remove tool edits" layer.

I tried testing this on my end but couldn’t reproduce the issue. Could you try resetting your Photoshop preferences? That can often help clear up odd glitches.

If that doesn’t do the trick, would you mind sharing a screenshot of Photoshop showing the full Layers panel and your Remove Tool settings? That’ll help us take a closer look.
