Remove tool not available

I get this text in a window when trying to use the remove tool. I have tried uninstalling and reinstalling but this hasn't fixed the problem. Has anyone found a solution? This happens with both Adobe Photoshop 2023 24.5.0 and Adobe Photoshop (Beta) 24.6.0

 

"Unable to use the tool at this time. Please restart Photoshop and try again. If the problem persists, try reinstalling Photoshop."

      @GaryRadler try manually resetting your Photoshop preferences
