Remove Tool Photoshop 24.6 / 24.7 bug

The above photograph shows what happens when I try to use the remove tool to remove an eyebrow using Photoshop 24.5 (left) and Photoshop 24.7 (right) The problem was also the same when I used Photoshop 24.6

I have tried resetting the tool, reinstalling photoshop (multiple times) and 'Reset preferences on quit' all to no avail. I have asked other Photoshop users if they are having any trouble and they are not. I appreciate any help anyone can give me.
