Remove Tool: Unable to use the tool because initialization failed

Whenever I try to use the remove tool I get this error:

I tried to follow some advice from This thread but nothing worked, nobody conributed in months.

I tried many suggestions, none of them worked:

Set remove tool processing to "stable" in Preferences > Image Processing
Resetted the preferences multiple times
Downgraded to earlier versions, I tried every single version I could downgrade to, same result.
Reinstalled photoshop
Installed the whole OS from scratch
Tried every beta that has been released in the past month
I checked if the remove tools components addon is installed, it is

Nothing fixes this, at this point I'm starting to think it's the processor or something, this happens even in the newest photoshop version.

I tried to use the cleaner tool and reinstall photoshop but the error persists, I used the log collector tool to collect my logs, is there a specific log I could provide that may be useful in debugging the issue?
