Removing dirt from skin.

So I am trying to remove this large amounts of dirt from this little girl's face and even out her skin tone on these pictures I have taken but so far I'm not having any luck and I was hoping someone would be able to tell me the easiest and best way to do it. I've tried using spot healing, spot healing brush, blur, filters, regular brush and none of them seem to work well without mekeing the photos look weird. copy the layer layer, Camera RAW > negative clarity

Dodge tool, patch tool, mask thge eyes etc. back to the original layer.

Lighten the skin tones in Camera RAW, a few finishing touches
