Removing lens flares from fluro lights

Hi there,

Does anyone have any suggestions for how to remove the lens flares created by the ceiling lights in the image below?

The issue is that I had to shoot a long exposure shot to blur the movement but not overexpose the image. I don't have an ND filer for this lens...

The very first thing I would try is to remove flares by cloning nearby areas.

Try to select the area you're trying to retouch and try using Spot Healing brush. If it doesn't work then use Clone Stamp cloning from a very similiar area.
