You may be able to improve the photo a bit, but not much as it's a pretty damaged pic.

There are free tutorials incuded with the Creative Cloud app.

Here is a very quick attempt... I used a duplicate layer, then applied a 90-degree motion blur of around 10px to smooth out the lines. My intention was to blend this in darken blend mode to only affect the white lines, however, it did not work out as intended. I then used the shake reduction filter to reduce the blur. Adjusted the colour and tone. Also, look into the shadow/highlight command to see if it can help with near blown highlights and near plugged shadows. Many of these corrections could be recorded into an action for batch correction to multiple photos.
