First of all Im using the Photoshop CC 2017,but if I cant solve my problem,I am willing to register for another one too.So,Im working on a project and we are trying to make a website.But,as you know, pc,smartphone,tablet etc have different resolution.So,lets say I have an image with the 4 squares being 4 pics of 4 people.Is there anyway to resize it in a way so the pc user see the i1 pic and the smarphone users see the i2 pic?

What you mean by "Is there anyway to resize it in a way so the pc user see the i1 pic and the smarphone users see the i2 pic?" That is certainly possible in Photoshop if you display i1 pic in template for Desktop version and i2 pic in template/file/artboard for smartphone.
When you create site it is possible to instruct browser to display different images for different screen size but that is not what Photoshop can do in single template/file/artboard unless you use Layer Comps for differnet devices or separate artboards/files for each device.

Also, fyi, you do not need to "register" for another version of Photoshop. Your subscription includes all updates. Three versions have come out since yours, and the two newest can be downloaded from the Creative Cloud app.

Download Adobe Muse. Though Adobe is not updating anymore, this is still the quickest easiest way to do this. You set a breakpoint, and when the browser is smaller that page width you will switch to a modified version of your design.
