If I draw a vector circle-like object and its a path, then I stroke this path with a brush, does it remain a vector ?
I am trying to make sure that the object maintains quality when resized.
(Or perhaps I can make the resulting object into a "brush" and save it, and then it would re-size well)?
I'm using CS3.

No, Photoshop Brushes are not vector data.
What made you think they are?
Edit: Do you have Illustrator?

I do have illustrator, but am much more familiar with Photoshop.
Can I stroke paths with brushed in Illustrator and have them remain vector?

Illustrator does this as vector data - Photoshop does it as raster/pixels.
Even if the path itself is vector in Photoshop, any fill and stroke is raster.

So I can make the graphic in Illustrator, and "Place..." it in Photoshop and it will be a smart object which is vector and keep its quality when resized.

Illustrator offers Scatter Brushes, Art Brushes, Pattern Brushes ….
Vector Smart Objects utilize the contained vector data when transforming but they output as pixel data nonetheless.

Thanks, but in terms of me being able to resize and not lose quality, making a stroked vector shape, and then placing as smart object in Photoshop is the way to go.

Just as long as it's clear that there's no way you can output this from Photoshop as vector. If you're fine with that, an Illustrator smart object will work for scaling inside Photoshop.
