Resizing in Photoshop 2019

I HATE the way you now scale images.  For years you had to hold done the shift key in order to resize an image proportionately. Now you don’t and it’s driving me crazy because I’m use to the shift key. Do you know if  there’s a way to revert back to sizing with the shift key?

    You can revert  to the legacy transform behavior, do the following (from the Photoshop "what's new" page New and enhanced features | Latest release of Photoshop CC ) :

    1. Use Notepad (Windows) or a text editor on Mac OS to create a plain text file (.txt).
    2. Type the text below in the text file:

      TransformProportionalScale 0
    3. (Windows) Save the file as "PSUserConfig.txt" to your Photoshop settings folder. [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\

      (macOS) Do the following:
      1. Save the file as "PSUserConfig.txt" to the desktop.
      2. Control-click PSUserConfig.txt saved at the desktop and choose Copy from the pop-up menu.
      3. In the Finder, choose Go > Go To Folder. In the Go To Folder dialog box, type ~/Library/Preferences/Adobe Photoshop CC 2019 Settings/
      4. Paste the copied file at this location.
    4. Restart Photoshop.

    Ok so I updated  Photoshop again and I lost the legacy transform behavior again.  I tried following your instructions again however this time it didn't work.  Can you please help me to get the Legacy transform behavior back?

    Do you read the »What’s new«-notices at all?

    Try Photoshop > Preferences > General > Use Legacy Free Transform.
