Where the heck to you restore that top menu bar (FIle, view, etc.). Somehow pressed a key or...driving me crazy!!

On macOS, the menu bar is shared and is always at the top. Is Photoshop the active application? (I'm guessing yes, but still have to ask...)
Can you share a screen shot so we can see what you are seeing?

I'm not familiar with macOS; did you try hovering your mouse cursor at the top?

Photoshop in Full Screen Mode on the Mac won't allow that, as least with Catalina. (MacOS 10.15.7)

There are three Screen Modes in Photoshop. If you press the F key, there's the Full Screen with Menu Bar Mode and the third press gets you the Full Screen without Menu bar view. Press F again to get your menu bar back, or press the ESC (Escape) key to get your Menu Bar restored in the default Standard Screen Mode.
Note: The Tab key hides both the Toolbar and Panels on the side.
