When I rotate canvas to have better image position for work, all brush based tools are very slow or stuck for seconds, like there is no enough resources.
When I cancel rotation to original position, everything work suddenly perfect.

It's almost certainly a GPU problem.
Please post the full Help > System Info from Photoshop.

As mentioned earlier, it appears to be a GPU-related issue. We hope the problem has been resolved by now — we’ve been waiting to hear back from you. Please let us know if it’s fixed and what helped resolve it.
If the issue still persists, please share the system report as requested earlier and try turning off GPU performance from Preferences to check if that helps. If disabling GPU performance resolves the issue, it confirms that Photoshop is encountering GPU-related problems. In that case, please follow the steps outlined in this help article for further troubleshooting.

hi @D Fosse and @Srishti Bali
I'm attaching system info.
I don't know whether GPU is problem, I didn't expirienced this behaviour before.
Also I'm not able to try turning GPU off, because then rotating canvas doesn't work in CPU mode.
