Rotated images won't stay rotated

I have some images I need to rotate slightly to get them straightend up.  Pressing R and rotating the image freely in Photoshop, I can rotate and straigten the image, however, it keeps reverting back to the original orientation again when I either save or copy and paste the image.

I have tried saving the rotated image but when I open it, its not rotated. I also tried selecting most of the rotated image and copying it into a new image, but it is not rotated when the copied area opens new image.

How do I get the rotation to stick and not revert back to the original orientation?

the R tool is not for rotating the image, that's for rotating the view of your canvas. If you want to rotate a layer, use Transform or Image>Image Rotation.
