I’m new to PS.
My ruler is set to inches, but when I use it, it measures in pixels:/. I have spent hours on this. Please help.

If by that you mean using any tool that displays a measurement, go into the Info Panel and be sure your units are set to inches. Tool units are set independent of ruler units. Window > Info to show this panel.
I can't see the screenshot I posted in my reply, so if you don't, right-click on the cross-hair to the left of the units to bring up the units selection menu.

I hoped that would work. But it’s still in pixels. I’m I wrong. L1: 1357.71 is pixel not inches? Right?

If that still does not work, go into Edit > Preferences > Units and Rulers and choose Inches for the default.

The ruler tool in image analysis is for taking scale measures from objects in photographs. First you set the scale in Image >Analysis >Set measurement scale using a known object. So for example I have set it below to use 60 pixels to represent 1 metre.
Then you use the ruler tool to measure other objects, checking use measurement scale in the options bar, and it will convert from pixels to real world measurements using that scale and display the measurement next to L1 (i.e.logical 1).
The ruler setting in Preferences is different. It sets the units for the rule scale at the top and side of the screen when you switch on View >Rulers.
