Ruler tool not working

Hello all,

 

My ruler tool is not working and I'm not sure what to do. In the View tab it is selected that it is on, but I do not see it. I've restarted Photoshop and my computer multiple times. My Photoshop version is up to date. What can I do to gain access to the ruler tool?

    I've known the ruler issue to have been a bug in past versions, that were fixed. Maybe that bug reared it's nasty head again

        Same issue. Very very annoying. Tried to reset preferences: nothing changed. What shall we do?
