Save a Copy stopped working for JPEG

I'm using PS 24.7. I'm importing raw camera (NEF files) and when I go to save them, using Save a Copy, I am not allowed the option of saving in JPEG format. I used to be able to do this without any problem. It suddenly stopped working. I can't find any way to save as a JPEG. I tried enabling the legacy save as, but that had no effect. Any one have suggestions? Thank you.

What is the bit depth of the file that you want to save as JPEG?

Also, one other thing that may be useful, I have saved successfully as a .PSD file, but when I open the PSD file and select Save as a Copy, the "Format Bar" in the drop down menu only has PSD, TIFF, Large Document Format, Open EXR, Photoshop Raw, Portable Bit Map, and Radiance as my "Format" options. Under "Save", in the same menu, I have only "Layers" checked. Under color I "Embed Color Profile": sRGB IEC61966-2.1...

Convert to 16 or 8 bits per channel.
