Is there any way to work around the annoying "Save as a copy" to get more file save options?

Yes in photoshop you can go to Edit>Preferences>File Handing and check Enable Lagacy "Save As".

If you like to open Save As with the keyboard shortcut, another way to work around it is to use the keyboard shortcut for Save a Copy instead.

 

It’s annoying, but now Photoshop works like most other graphics applications, which generally require a command other Save As to save non-native formats, to avoid data loss situations.

I seem to recall a couple of threads that have been started by people who had lost/destroyed their layered files when saving pdfs …

You can also make sure the file conforms to the target file format specification before saving. Then the format will show up in Save As.

 

This is the way Photoshop historically worked before CS5 in 2010, but everybody seems to have forgotten that.

 

If you have a document open that is flattened, 8 bit depth and doesn't contain alpha channels or transparency - then jpeg will be available in Save As.
