I am at my wits' end, I keep getting this save for error message in Photoshop I have tried older versions of os and Photoshop and looked at the compatibility chart https://helpx.adobe.com/ie/download-install/apps/system-requirements/apps-compatible-macos.html but to no avail!
And yes, I have given Photoshop full disk access. What is going on? Losing hope

Can you post a screenshot of the error? Where are you trying to save? I use SfW daily in production on Tahoe and have no issues here.

@ExUSA , trying to save to Dropbox, thought that might be the issue, tried to save locally, nothing works!

You cannot mix Dropbox with Adobe apps. Period. It doesn't work. Turn off syncing or you will always have problems.

@ExUSA I read that somewhere, so actually sorry I meant to say adobe cloud, I have turned sync off on dropbox but doesn't seem to make any difference. I've also tried to save locally no joy and I do have read and write access to all folders. Do you have other suggestions?

Maybe it's not Ps that lacks R/W access. What about Dropbox?
In the SfW dialog, starting with the settings at the far right, what are you using?
Preset: 7 GIF choices; 3 JPEG; 2 PNG; and Unnamed
JPEG?
Embed Color Profile checked or unchecked? If checked, which profile?
Metadata: None or one of the 4 choices? Malformed metadata does happen.
On my MacAir 2020 M1, Same OS and Ps as you, Aiofe, Full Disk Access for Dropbox is Off; Adobe Photoshop 2025 is On. No error when saving to local folder not the Dropbox icon in Finder.

Legacy Save for Web is a holdover from ancient ImageReady days when the web was still in its infancy. ImageReady has been dead for decades. SFW is obsolete & irrelevant for modern web purposes. I don't know why anyone still uses it, to be honest.
There are much better options for saving web images that don't rely on ancient IR technology.
What are you attempting to do with Legacy SFW that you can't do in Export > Export As?
Or by saving as a copy?

There are numerous reasons that SfW has not been replaced. I'm a working pro product photographer and export every image with SfW as it lets me use scripts and actions and has good control of metadata export. Export is NOT a usable replacement.
