Save for Web Gif Loop # doesn't save to action(s)

I have to create a bunch of gifs that loop twice but when I create an action with the set # of loops it saves them with loop set to forever or at least that is the result.

Is that field just not saved?

That field is saved in the parent document. Save for Web honors what it's set to in the PSD - and it's not recorded with the Save For Web action step. You'll want to set the loop count in a step before the Save for Web step.
