This is not "us" or our prefs. This bug ocurred in one of the last upgrades, prob v24.x.x  - not sure. It's been doing this for quite a few months. I honestly thought they (Adobe programmers) would have noticed before now and had a fix for it. I guess not.

I REALLY wish they would fix this.

You may need to try a thorough reset of preferences:

Perhaps try a thorough reset of Photoshop preferences?

(read this entire post before acting please)

Resetting restores Photoshop's internal preferences, which are saved when Photoshop closes.

If they become corrupt then various issues can occur.

Here’s some info on how to do that:

https://helpx.adobe.com/photoshop/using/preferences.html

Manually removing preferences files is the most complete method for restoring Photoshop to its default state:

https://helpx.adobe.com/photoshop/using/preferences.html#Manually

Note re macOS: The user Library folder is hidden by default.

To access files in the hidden user Library folder, see here for how to access hidden user library files.

https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html

Unexpected behavior may indicate damaged preferences. Restoring preferences to their default settings is a good idea when trying to troubleshoot unexpected behaviors in Photoshop. check out the video

https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences

And here’s an earlier forum discussion as an aid to understanding

https://community.adobe.com/t5/photoshop-ecosystem-discussions/quick-tips-how-to-reset-photoshop-preferences/td-p/12502668

You may want to backup your settings and custom presets, brushes & actions before restoring Photoshop's preferences.

Here is general info about that:  https://helpx.adobe.com/photoshop/using/preferences.html#BackupPhotoshoppreferences

Before you reset your preferences

in case of future issues, I suggest you make a copy as Adobe may need one to check problematic references.

Quit Photoshop.
Go to Photoshop's Preferences folder

Preferences file locations: https://helpx.adobe.com/photoshop/kb/preference-file-names-locations-photoshop.html\

[on MacOS see: Users/[user name]/Library/Preferences/Adobe Photoshop [version] Settings

Note for those on macOS: - be aware that the user Library folder is hidden by default on macOS.

  https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html

In the Finder, open the “Go” menu whilst holding down the Option (Alt) key.

Library will now appear in the list - below the current user's “home” directory. ]

Now you can drag the entire Adobe Photoshop [Version] Settings folder to the desktop or somewhere safe as a back-up of your settings.

Note for those on macOS:

Preference preservation is affected by macOS permissions,

you’ll need to allow Photoshop ‘Full Disk Access’ in your Mac OS Preferences/Security and Privacy

It may even be time to reinstall Photoshop.

It’s recommended that you use the Adobe CC cleaner tool to remove all traces first.

(See above about preserving preferences though! Its worth preserving them unless they are corrupted.)

https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

Uninstall Photoshop BUT make sure to choose the option “Yes, remove app preference”.

Once that process finishes, start the installation process and look into the “Advanced Options”. Uncheck “Import previous settings and preferences” and choose to “Remove old versions”.

I hope this helps

This behaviour could be witnessed on a clean install, too, both macOS and CC. There's nothing to reset, this happens straight out of the box.

Same problem here. Ventura 13.2, Photoshop 24.1.1, MacBook Pro 14

Just to replicate it, I tested this on a brand new laptop we bought in the office (MacBook Pro 16).
Only updated to the latest OS version (Ventura 13.2) and installed Photoshop - same problem. Other Adobe apps are fine...
This happens both on the internal display and on the external (LG 5K).

I guess the PS team should look into this...

I'm having this problem as well and I just ignored it and manually moved my windows but it's super annoying so I decided to come online and look into this. Whenever I do a 'save to web' from PS, the initial save box that opens can be resized and moved... and I've tested that if I move it and cancel, then reopen, it maintains last position... but as soon as I hit save and the next window opens, it's always cut off at the bottom below my dock. The blue 'save' and the cancel button are all hidden, and I have to manually move the window up to see them. If I resize this box and try again, it maintains 'size' but still moves the entire window down to cut off the bottom buttons below the dock. Pref resetting did nothing. Reinstalls, nothing.

I have tried everything, no suggestion works. Seems there is no workaround unlike with some other Adobe apps. I freshly installed Photoshop 21 from a link given to my by Adobe chat customer service and same issue

Only work around I have found is just to make an action that skips the save for web process entirely, it will save the PSD name. I have to check GIF size when I edit though by pulling up the window

I am not sure if this will fix it, but also try resetting the macOS preferences file for Photoshop (different from the Photoshop settings files that are usually reset). It’s at:

/Users/[username]/Library/Preferences/com.adobe.Photoshop.plist

If you don’t see the Library folder, in the Finder hold down the Option key as you click the Go menu, and choose Library.

Hmmm, interesting take @Conrad_C

My theory was that the Save dialog screen location might be stored in com.adobe.Photoshop.plist because that file contains other similar-sounding preferences, but if trashing it didn’t help, then it didn’t help…

The screen shot is from the application PLIST Editor.
