Is there a way to scale your artboard and the content within at the same time?

Don't believe so, unless one uses scripting. (I'm not a propellerhead on that matter, though.) You could, of course, resize all the contents within an artboard at once by selecting them in the Layers panel.

Here's the best way I've found to do it.
With the content now scaled, you can either duplicate that Artboard back to the original document, or use it as its own new document.

Thanks! Have been trying to figure this out and never thought of this! Perhaps even eaiser, you can:
1) Select your artboard and copy it to clilpboard
2) CMD+N to open a new document to clipboard size
3) Paste the artboard
3) Use the image size adjustment
4) Copy and paste the adjusted artboard back into your master 🙂

Also works resizing all artboards in a file:
1) Image -> Image Size...,
2) Set to Percent -> 300% or any percentage you need.
It scales all Artboards at the same time no matter the selection.

For Photoshop you can try my script: "Transform with style" ...easy. In script file you can even configure what styles to scale.

Try this: Using the Image Size command on the entire doc scales all artboards and content to the new size. Figure out the new size as a percentage and you're good to go.

A hack for me is to create a recentangle shape that fills the entire artboard. Select all layers and scale down to your desired new artboard size - then align to top left corner. You can then manually adjust the artboard size to fit the same width / height dimensions.
If only there was just a checkbox in Photoshop 😉

A Photoshop hack to proportionally scale content is to use an individual psd with its own canvas dimension instead of Artboards. For example, to resize a 728x90 banner proportionally to a mobile-friendly 320x50, duplicate the 728x90 PSD and use the Image Tool Bar > Image Size feature to proportionally size all content. The 728x90 does not size down to 320x50 exactly, so adjust the canvas size on the remaining pixels with minor edits of the content, since all content is already sized down nicely.
