Scale default lock

How can I set my scale default so dimensions are locked?

Click the button you circled to enable the Width and Height to work together and scale in perspective.
or
If you keep it off, use the Shift key and use a corner handle.

Yes, I know this already. My question is how to set it to default locked. That is the question. 🙂

Close down Photoshop with it in the state you require. It will be the same way when you next open Photoshop. Least ways that's how it works for me.
