Scaling a shapes/layers by whole numbers

In all recent versions of PS I've been unable to figure out how to Free Transform scale a vector shape by 1 whole pixel increments w/ the Path Selection tool. Scaling seems to now go up/down in decimal increases which doesn't work so well as I do a lot of print design and grid-based design work. I have 'Snap vector shapes to pixel grid' toggled on (and Aligned Edges doesn't work for me, as the vector points arent -really- on the grid). 

How do I get Free Transform to scale by whole numbers only? 

It's worth noting that due to that I've had to revert to using PS 2018 where all the Free Transforming was done in whole numbers. Problem with using that version is it gives me blue screens anywhere from 2 to 12 times a day.

You might try going to Preferences and in the General section, selecting Use Legacy Free Transform.

I have 'Use Legacy Free Transform' on as well.

After exploring more, I've come to find the issue is that when you try to scale proportionately (Free Transform -> Shift + Scale), it triggers the shape/layer to scale decimally instead of scaling incrementally as whole numbers (snapping to the pixel grid).

I believe this change to the Free Transform tool was done in 2020. Is there anyway to get the latest Photoshop's transform tool to function like it did pre-2020? Or a workaround to make shift+drag scaling increase/decrease in whole numbers in accordance to the pixel grid?
