scaling strokes and effects proportionally in photoshop 2023

Since I upgraded to photoshop 2023 I cant scale objects and strokes proportionally can someone help me with this?

Please don't criticize the software, it is very hurtful to the "community experts", for some unknown reason that i don't care about. 
Yes, you used to be able to do this, but without criticizing the software and cause feelings of neglect and frustration among the community experts, i can say that ehmm, a lot of highly useful features have been lost over time. I have used it for 25 years now. A personal advice is to not become a graphic designer. Also, if someone is being abusive in adobe community forum, or any other forum, just pretend they don't exist and wait until some nice guy like me comes along and give you a respectful answer. 


What you can do is to make a smart object of the item you want to have a persistently scaled stroke. Just make it as large as possibly needed and scale them down from there, to avoid blurring.

You don't need to read or understand the following explanation: Even though the content of the smart object is vector, or another smart object that is scaled down, it will treat it as if it is a bitmap object, with the dimensions of the smart object being 100%, so anything bigger than the dimensions of the smart object will become slightly blurred, regardless of what the smart object cointains.

Which lost features are you referring to specifically? 

The 3D functionality that has been deprecated did not exist 25 years ago; aside from that not much comes to my mind that was possible in Photoshop 25 years ago and is impossible now except that shortcut-changes made it impossible to select Whites, Neutrals and Blacks in the Selective Color dialog.

Did you uncheck the »Maintain aspect ratio«-button (the chain-icon) in the Options Bar? 

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?
