scratch discs are full

Hi 

Hope someone can help - i have adobe photoshop cc2019 and it wont let me open as the following comes up:

 

could not intialize photoshop as scratch discs are full

 

I have a PC rather than mac

So... is the message true? How much space is available on your scratch disks?
