Scratch disk full external HDD keeps mirroring internal storage

Hi, I recently cleaned up my preferences and deleted temp files. My external hdd just mirrors whatever amount of space my internal hdd has. I keep getting the scratch disk is full error even though I have 450+ GB on my external(it shows it as 7 GB/8GB). I have already tried uninstalling and re-installing, using the clean up tool and downgrading versions.

Select and use the arrows on the right to restructure your scratch disks to make Toshiba drive the first position.

You are running out of your Macintosh HD storage space first since it is the top drive.

How is it formatted? exFAT doesn't work well in newer MacOS versions. Use HFS+ or APFS.

 

That said, with only 10 GB left on your system drive, you will soon have bigger problems than Photoshop. I'd clean out that drive ASAP. Once it's full, your whole machine may freeze up terminally.
