Screen freaks out when using the hand tool...

I am using Ps 22.3. When I use the hand tool (press the space bar in the brush tool) to move the image, the screen freaks out, flashing with weird movement and moves the image in the opposite way.

 

To be honest, it's been a while since I've done much in Ps, but I don't think it's supposed to do that. I was using the symmetry option, but turned it off, and the strange behaviour continued. Anyone else get this weird movement in Ps?

I'm still having this issue... I can only assume it's my hardware but don't get why it just randomly does this.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
