Select box and crop tool not working since the update

So I had the flashing black and white screen with the new update and I seemed to have gotten that fixed.  Now I"m finding other issues I can't seem to find a solution for. Adobe is going to send someone to the hospital causing epilepsy attacks.  I know I"m seeing stars after using it, 

 

Since the update my select tool no longer works.  As soon as I click it creates it's own box wherever it wants.  I can't seem to create my own select box.  

 

My crop tool is also not working.  As soon as I click one side to drag the crop the whole screen starts flashing.

My brush tool also isn't working.  The first time you go to paint something it paits all over the page randomly.  The second time seems to work.

Not I seem to have a selecto box stuck on the screen that's super small and I can't seem to get rid of it no matter what I try.  I'm going to downgrade back to an older version because this version is not working.

Let's make sure we're in a default state and there are no stale settings somewhere: 

Restore your preferences using this manual method:  

https://helpx.adobe.com/photoshop/using/preferences.html#Manually 

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

 

 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
