Selecting Layer

When selecting a layer in the layer panel, it can be seen as a tiny white color boxes around the object in the graphic window. This does not come for me. If I can rembember correctly there is a seting for it. I do not know whether it is in Ae or Ps. How to fix this?

With the Move Tool selected check Show Transform Controls in the Tool Options bar.
