Selection not working correctly

I opened a pdf with my autocad lines in PS and typically I am able to select a shape and fill it with color on a separate layer but it is not working now. I can either select the entire pdf or nothing at all. I am trying to render a mAster plan for context. Please advise.

@Caroline34105949f0yg if you want to Select and fill on a separated layer, please check if "Sample all Layers" is checked in your Magic Wand settings.

Could you please post screenshots taken at View > 100% with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

Please provide the layerd file with the placed Smart Object.

@Caroline34105949f0yg Check the layers panel to make sure you are on the correct layer then while the tool is selected make sure "tolerance" is set to a reasonable level (32 is default). Adjusting to a higher value can result in selecting too much/all.
