Selection tool - photoshop

Hello!

I have started getting very bad selection tool results since I downloaded the new version of photoshop couple of months ago. Many years ago when I was using PS it was an easy way to cut objects and make collages. Now it doesn't smart select anything, even the high contrast background objects. 

What is the problem? Did anyone encounter this?
