Selection tools won't stay selected.

My Windows 7 Photoshop CS4 program suddenly began having tool issues: my tools used to stay selected, but now two or three of them don't.  The magic wand tool changes to the quick selection tool when I click it (unless I scroll down to it every time I change from another tool) and my polygonal lasso tool similarly reverts to the lasso.  This happened right after I edited some preferences.  I realize Adobe doesn't want me to keep using CS4, but it's all I can afford.  Ideas?  Thanks in advance.

YES, Adobe would love you subscribing the CC,

but NO, they don't haunt their old customers.

Try resetting the Preferences as in this video.
