Separate Window opens when I want a new tab to edit a specific photo/image

I am trying to edit an image on my photoshop file individually by clicking on the grey page icon in the layers tab of that image layer. However, when I do this, a separate window of the picture and a ton of adjustment settings pops up rather than a new tab... Does anyone know why this is?

    I can see Photoshop behind the Adobe Camera Raw window. Can you click Close to the ACR window and show us a screenshot of your PS window including the Layers panel? Most likely you have a Smart Object with an ACR filter, but we need to confirm.

    I used a different image and it works fine so what you said must be it! I had to get this done ASAP for my job so I cannot provide a new screenshot.

     

    Is there a way for me to remove this ACR filter so it doesn't pop up like that if this happens in the future? I am assuming it needs to be transferred to a RAW image?

    PS - I already have "Open Documents as Tabs" checked in my preferences.
