Shading effect to angled lines to dots, how is this done?

I am trying to replicate this effect. Its almost lines for a fill and as the fill becomes a shadw the filled lines come dots. Is this a brush controlled at an angle and then dots added afterwards, as the shading gets lighter any ideas?

The lines might be be achieved with reaction dissusion, some »breaking« of the lines with a Pattern set to Hard Mix.
