Trying to do a DIY passport photo but keep getting harsh shadow on one side of face and clothing.

As the others have said - don't try and fix this in Photoshop - fix it with lighting. If you can't use two light sources, position a reflector (a large white sheet or card will do ) to the opposite side of the main light to reflect light back into the shadows and reduce the contrast.

Move the person away from the background and bounce the flash off of a large white card or wall to soften the light.

Also try to taking the pic with the person not so close to the wall.
