Shift Clicking Issue on Multiple Layers

In Photoshop, sometimes I need to select two layers at once, then Shift+Drag them so they stay aligned. Right now, when I select both layers, hit Shift and try to drag, only one of the layers stays selected (as I need to drag both simultaneously). 

 

I remember there was some direct selection or some other such setting I needed to tweak to ensure that shift does not drop the second layer, but can't remember what it was (been a while back). 

 

Anyone know what I'm referring to?

If I understand you correctly, here’s my recommendation: select the layers, click on the canvas with the left mouse button, then hold Shift and drag to constrain the movement.

Spoke too soon. So I'm also finding that if I have entire folder of "Grouped" layers, and try to shift select the entire folder, it will drill down and select the layer I'm currently hovering over. I don't want to direct select these items individually. How do I turn that feature off?

Check this setting when the Move tool is selected: In the options bar, is Auto-Select Layer on? If so, try unchecking the box. When that option is on, mousing down with the Move tool may override an existing multiple selection.
